The Iraqi leader Al-Sayyid Muqtada Al-Sadr issues draft law after liberation of Mosul on 20\2\2017 I seek refuge of Allah from the cursed Devil In the name of Allah the most Gracious the most Merciful Draft law after liberation of Mosul\ By Al-Sayyid Muqtada Al-Sadr on 20\2\2017 After the trust on Allah, we put between your hands some important matters which we see them as preparatory solutions for treatment of situations of the security, services and the human situation after liberation of the extorted regions generally and Mosul especially, and for removal all the probable dangers which the enemies of the home try to make them to draw Iraq to the abyss, therefore we should do all efforts to achieve them, and the success is from Allah And the initiative (the draft) consists of several points First: opening international box for subsidy the rebuilding in all the harmed regions inside Iraq, not in the liberated regions only, but it should be under governmental supervision through the specialized institutions Second: the necessity to take the necessary things immediately by Iraqi army to help the harmed people in the afflicted regions Third: the necessity for making international cell cares for the human rights and the classes of minority to supervise on removal the racial and sectarian violations with the coordination with the specialized authorities in the government and the parliament Fourth: the necessity for making Iraqi succor committee with the coordination with the human organizations as the red crescent and other for reaching to the regions of real sufferance Fifth: the necessity for strengthening the Iraqi army and the security forces only for mission of controlling on the liberated regions and the regions which there is dispute on them Sixth: the necessity for opening serious and active dialogue with Kurdistan for reaching to solutions which benefit case of Iraq and his nation, and there is no objection that it becomes by international care Seventh: the fast effort on the international level for put end to the Turkish intervention throw the diplomacy ways and the legal constitutional ways of the state, and if this fails then the work in this field changes to another way Eighth: the necessity of work on put complete strategy for making chances of work for all the heroes mujahedeen who participated in the liberation clearly Ninth: the fast and serious effort for incorporation the disciplined persons in the popular crowd with the security forces by what keeps the independence, power and sovereignty of the security forces throw ratification of special system for it Tenth: the Iraqi government should demand for going out of the occupier forces but also the friend forces from the Iraqi lands to keep the prestige and the sovereignty of the state Eleventh: the work to open dialogues that the popular sides from the notables and sheikhs of tribes and the social elites take them upon themselves to remove the sectarian tensions and other Twelfth: the necessity to make the serious and active political dialogue continues to keep the unity, safety and sovereignty of Iraq not on the political side only but on the more general than that Thirteenth: the necessity on making all the Iraqi boundaries safe by the Iraqi army and forces of boundaries guard only Fourteenth: opening educative courses in the liberated regions to remove the worry and the fear, and removal the thoughts of strictness and danger of the sectarianism, and putting complete educational, cultural and social program to remove the thought of strictness Fifteenth: opening comprehensive dialogue for the national reconciliation according to the following conditions One: the dialogue should not be limited by political class, but it should be for national and popular reconciliation which includes all the religions, the doctrines and the classes of minority by care of the scholars Two: it should not include the party of Ba'th and the terrorism Three: it should not be based on electoral and political bases but on bases which guarantee the social and the civil peace Sixteenth: taking the scattered weapons in Iraq and giving them to the state throw severe and clear ways with keeping the prestige of jihad and the resistance Seventeenth: the necessity of work on removal all the undisciplined persons from the security side, and putting sever laws which return the prestige and the independence of the army and the other security institutions Eighteenth: the necessity on that the impartial Iraqi judiciary judges those who cooperated with Da'ish by what ensures the farness from the random punishments, and the evils of the secret agents Nineteenth: the government and the ministry of justice especially should scrutinize the files of the innocent arrested and judge the terrorists, the corruptors and the aggressors with the necessity on the indiscrimination between sect and another Twentieth: closing all places of the armed groups or changing them to civil or social or human cultural institutions Twenty first: it is no doubt that the human situation in the liberated regions need to serious stance to put an end for all the struggles and taking away those who cooperate with the terrorism throw the following One: making tribal civil committees which care with the popular service Two: the attempt to make municipal preparatory elections Three: international supervision on the political operation in those regions Twenty second: opening the doors in front ofthe investment and foreign companies form returning the infrastructures according to law of the national investment Twenty third: the necessity of the non-intervention in affairs of the neighboring states from all sides, and the intervention of those states are refused also Twenty fourth: sending tribal delegations from middle and south of Iraq to the liberated regions and vice versa to remove the sectarian congestion Twenty fifth: the necessity of work on ratification an clear strategy for the national media by all of its levels by what guarantees the spreading of patriotism among all Iraqi people Twenty sixth: the necessity on completing the inquiry in case of falling of Mosul and massacre of Spikar, and declaration the results for the general opinion but the other cases also Twenty seventh: the necessity on making governmental way for registration the crimes of terrorism Twenty eighth: the hard work for returning the emigrants to their liberated regions, and removal all the obstacles which hinder that Twenty ninth: suggestion
